“Multilateral Trade Negotiations and LLDCs: A handbook for negotiators and practitioners of LLDCs”
On April 13, 2016 the International Think Tank for Landlocked Developing Countries organized a launching event at the Ministry of Foreign Affairs of Mongolia.
During this event the publication of the ITT for LLDCs “Multilateral Trade Negotiations and LLDCs: A handbook for negotiators and practitioners of LLDCs” was introduced to the Mongolian public.
The handbook is aimed at introducing policy makers in LLDCs to prepare for multilateral trade negotiations by providing a background on different negotiation topics in the World Trade Organisation, which are relevant to all LLDCs.
The Handbook also proposes complementarity between the different LLDCs in certain negotiation areas. The users of the manual will be first and foremost the negotiators and their technical teams in LLDCs. Public officials in charge of trade, line ministries should also find elements of the handbook useful, in order to grasp key concepts and turn the challenge of negotiations in favour of their own interest. Furthermore, non-state actors, which must participate more actively in the institutional framework which prepares for negotiations, will also find this handbook a useful guide for their participation.
The handbook provides an introduction and mapping of existing handbooks and guidelines on multilateral trade and negotiations produced by the relevant UN system organizations and other international organizations.
The handbook also provides an introduction into the conditions facing LLDCs from a macroeconomic, trade and investment perspective. The handbook reports on the findings from past studies, which find a systematic bias against growth in land-locked countries, owing to the uncertainties, costs and transport times incurred by being landlocked.

Тус арга хэмжээнд Гадаад Хэргийн Яам, Сангийн Яам, Аж Үйлдвэрийн Яам, Хөдөө, Аж Ахуйн Яам, Гаалийн Ерөнхий Газар, Монголын Худалдаа, Аж Үйлдвэрийн Танхим, Үндэсний Хөгжлийн Институт, Уул Уурхайн Яам, Улсын бүртгэл, Статистикийн Ерөнхий Газар болон Монголын Логистикийн Холбоо, Монгол Улсын Их Сургууль, Эдийн засгийн бодлого, өрсөлдөх чадварын судалгааны төв, Эдийн засгийн судалгаа, эрдэм шинжилгээний хүрээлэн болон хувийн хэвшлийн төлөөллүүд оролцсон юм.
Арга хэмжээг нээж Гадаад Хэргийн Яамны Бодлого төлөвлөлт, зохицуулалтын газрын захирал Г.Амартүвшин хэлсэн үгэндээ уг гарын авлага нь далайд гарцгүй хөгжиж байгаа орнуудын олон улсын худалдаа, ялангуяа Дэлхийн Худалдааны Байгууллага (ДХБ)-ын яриа хэлэлцээнээс хүртэх үр ашгийг нэмэгдүүлэх, мөн олон талт худалдааны тогтолцооны хүрээнд олгогдож буй худалдааны тааламжтай нөхцлүүдийг бүрэн дүүрэн ашиглах мөн хэлэлцээнд оролцогчдын хэлэлцээр хийх чадавхийг бэхжүүлэхэд тус дөхөм болгох зорилгоор уг гарын авлагыг гаргасан болохыг онцлон тэмдэглэсэн болно.
